I can't help you with regard to meeting your dad but i can give you some suggestions as to how you might be able to track him down.

If his full name, (first name and surname) is on your birth certificate, go to one of the organisations that deal with people who want to find lost relatives and see if they can't help you, you just never know, they might be able to help you find him.
