Now that Kimi and Felipe are further behind Lewis, what can the FIA do to help?

There must be something in the rules to make sure  that Lewis starts 10 positions back from his qualifying position.  

Maybe they can black flag him and make sure he scores no points in the next race.

What about a drive through penalty for overtaking the car in front.  Oh no sorry they have already done that one.  They will need to find something else.
