I don't have an issue with capping budgets but for it to work everybody has got to sign on to it and have the same constraints.

 

Well it could be me I remember quite a few years ago burnie saying he would like 2 leagues of  F1 racing racing on alternate weekends with teams fighting for promotion and religation  perhaps this is a nod in that direction?

(either that or my imagination is playing tricks on me lol
