You really can't go by percentages and statistics unless that is what the question specifically asks for.
If a driver were to enter only one race and win it, he'd have a 100% success rate but that wouldn't exactly make him the most successful F1 driver of all time now would it?

The ultimate accolade is the WDC and the driver with the most is therefore the most successful.
The question does not stipulate any conditions (time frame, race wins, fastest laps etc.) and so we have to go with WDCs - otherwise you could suppose that Fangio was the most successful at stamp collecting or ...

If a car can be penalised for forcing another car to back-off in the pitlane, what's the difference between that and forcing a car to take to the run-off area?

The problem with F1 is that points are only awarded for the first eight places.
Awarding a drive-through or stop-go penalty to a car running well down the order is pretty meaningless.

I think the stewards do need to be more consistant, but to be fair they'll never be able to please all of the people all of the time.
I hate it when a car is pushed off or makes a small mistake and ends up beached in the gravel, so a decent run-off area is much better but there must be a way of ensuring that they ...

I can't see why aussiejon and some others are unable to accept that sometimes the winning car is not the fastest car.
Even the times are not always relevent because crossing the finishing line first doesn't necessarily mean you were the fastest. Many times a car has started towards the back, say in 18th position, gained numerous places by driving ...
